Unlike many states, Hawaii only requires people to notify police of accidents that cause injuries or at least $3,000 in damage.

Crime Statistics

The Honolulu Police Department reported that 31,668 property crimes occurred in the city during 2010. Thieves stole about 3,900 automobiles, and there were over 8,700 incidents involving the theft of vehicle accessories or personal property in cars. Like most major cities, Honolulu experiences numerous auto collisions. A total of 21,682 traffic accidents took place in 2010, according to the police. This figure includes almost 5,200 major crashes.

Safety Requirements

The Aloha State enforces strict traffic safety laws. Its transportation department warns that Hawaii does not allow people to text, talk on cellphones or use portable electronics while driving. Hawaii also requires all drivers and passengers to use safety belts. Motorcyclists must wear helmets until they reach the age of 18, according to the Centers for Disease Control and Prevention.

Impaired Driving Law

It's illegal to drive with a blood alcohol level of 0.08 or higher in Hawaii. Police consider drivers under the age of 21 to be intoxicated if they reach or exceed a blood alcohol level of 0.02. Upon conviction, inebriated motorists pay fines and lose their licenses for at least one year. Penalties range from $150 to $2,500. Repeat offenders face up to 30 days in jail, according to the state legislature. A motorist must complete an SR-22 insurance form before the state government will restore a revoked license.
