They must be rear-facing until they are both age 1 and 20 pounds. Drivers under 18 may not use mobile phones. Driving and texting is banned for all motorists.

Drivers with a blood alcohol concentration of .08 percent or higher are charged with driving under the influence, or DUI, according to the Commonwealth of Kentucky. Drivers can be convicted at lower levels if there is other evidence of impairment. The DUI level for those under 21 is .02, and for commercial vehicle operators it is .04. A first offense DUI is punishable by a fine of $200 to $500, two to 30 days in jail, 90 days of alcohol or substance abuse treatment, license suspension of 30 to 120 days and possible 48 hours to 30 days of community labor.
